Banks are the best performers as rumours and seemingly informed leaks suggest that the government's dividend constraints on bailed -out banks

may not be as tight as previously suggested.
Reports today suggested the ban on dividends will last for a year after which they can stay paying out again. Yesterday
HBOS
shares fell steeply on concern that Lloyds might reconsider its merger offer and walk away, but the government is said to be desperate for that not to happen.
Miners are taking a pasting today after Rio Tinto pointed to a slowdown in Chinese demand, sending it and the rest of the sector into freefall.
Rio chief executive Tom Albanese described a slow-down in the Chinese economy as a "pause for breath". The company said there has been a deceleration of growth in the critical Chinese market, with the 2008 growth rate expected to fall below 10% from almost 12% last year.
Because of this, Rio has put is disposal programme on hold. The group said the "primary objective continues to be obtaining appropriate value from the assets highlighted for divestment."

and
Anglo American,
along with Rio, are the worst affected in the mining sell-off.
